Overview
Site Acquisition is the crucial initial phase in telecommunications infrastructure deployment, focusing on identifying, evaluating, and securing suitable land or rooftop locations for new cell sites. This process involves meticulous tasks such as identifying technically viable candidate sites based on network design requirements, conducting thorough feasibility studies to assess site accessibility, power availability, and zoning regulations, and then negotiating favorable lease agreements with landowners or building owners. Ultimately, effective site acquisition is paramount for ensuring the rapid and cost-effective expansion of a network while complying with all legal and environmental requirements.
The Process
The Site Acquisition process typically begins with candidate identification, where potential locations are pinpointed based on Radio Frequency (RF) planning and network design requirements, considering factors like coverage gaps and capacity needs. This is followed by site surveys to assess technical viability, including structural integrity of existing buildings for rooftop sites, accessibility, power availability, and line-of-sight for microwave links. Crucially, legal and regulatory due diligence is performed to verify land ownership, zoning compliance, and environmental considerations, often involving obtaining Letters of Intent (LOI) from property owners. Finally, commercial negotiations secure a lease agreement with favorable terms for the telecommunications operator, leading to the finalization of contracts and the preparation of the site for subsequent civil, mechanical, and electrical construction phases.

MLN has been involved in various IT and Telecommunication Project in Indonesia. The fundamental of Site Acquisition in telecommunications is to secure the optimal physical location for network infrastructure (like cell towers or small cells) that meets both technical network design requirements and all legal, regulatory, and commercial feasibility criteria, in the most efficient and cost-effective manner. This ensures that the network can be built and operated legally, effectively, and sustainably to provide desired coverage and capacity
